`@setEvalBranchQuota` can be called before the comptime/inline call
stack is created.

For example:

```zig
@setEvalBranchQuota(100);
comptime {
    while (true) {}
}
```

Here we need to set the branch_quota before the comptime block creates a
scope for the branch_count.
