Jakub Konka f0ed2ed67f Replace DeviceIoControl with FsControlFile ...

This commit replaces `windows.DeviceIoControl` with
`windows.FsControlFile` which is a wrapper around the NT-based
syscall `ntdll.NtFsControlFile`.
