std.rand.Random: add enumValue() (#9583) 
* add Random.enumValue()

* edits suggested by review

* applied zig fmt

* Rewrite to use std.enums.values

Implemented pfgithub's suggestion to rewrite against this function, greatly simplifying the implementation.
