Instead of introducing YES_COLOR, a completely new standard, into the mix
it might make more sense to instead tag along with the CLICOLOR_FORCE env var,
which dates back to at least 2000 with FreeBSD 4.1.1 and which is
supported by tools like CMake.

e05412669c8dde1230612de5af64fbc3fb0bc17e inadvertently changed the logic on Windows and made it so that supportsAnsiEscapeCodes was never checked. This fixes that regression while keeping the logic intact for other platforms.
Also get rid of the TTY wrapper struct, which was exlusively used as a
namespace - this is done by the tty.zig root struct now.
detectTTYConfig has been renamed to just detectConfig, which is enough
given the new namespace. Additionally, a doc comment had been added.
