f26dda2117 all: migrate code to new cast builtin syntax
Most of this migration was performed automatically with `zig fmt`. There
were a few exceptions which I had to manually fix:

* `@alignCast` and `@addrSpaceCast` cannot be automatically rewritten
* `@truncate`'s fixup is incorrect for vectors
* Test cases are not formatted, and their error locations change

std: fix bug in Pcg32 fill function (#13894)
The PCG32 fill function seems to have been copy-pasted from code using u64, so requesting `n` bytes where `(n & 7) > 4` bytes would cause the last few bytes to be all 0.

544d7d9982 Add argument for fillFn to Random.init
As suggested by @leecannon, this provides more flexibility to the
`Random` interface. For exmaple, this allows for an implementation to
provide multiple different fill functions.

c1a5ff34f3 std.rand: Refactor Random interface
These changes have been made to resolve issue #10037. The `Random`
interface was implemented in such a way that causes significant slowdown
when calling the `fill` function of the rng used.

The `Random` interface is no longer stored in a field of the rng, and is
instead returned by the child function `random()` of the rng. This
avoids the performance issues caused by the interface.

d29871977f remove redundant license headers from zig standard library
We already have a LICENSE file that covers the Zig Standard Library. We
no longer need to remind everyone that the license is MIT in every single
file.

Previously this was introduced to clarify the situation for a fork of
Zig that made Zig's LICENSE file harder to find, and replaced it with
their own license that required annual payments to their company.
However that fork now appears to be dead. So there is no need to
reinforce the copyright notice in every single file.

a5cc5f7854 Fix typo in Pcg.zig's fill function
When filling the last (len % 4) bytes of a buffer, the random number n was only being shifted right by 4 bits for each byte instead of 8. A random u16, for example, would always have its middle two nybbles be equal when generated this way. For comparison, Isaac64.zig, Sfc64.zig, and Xoroshiro128.zig all correctly shift right by 8 bits for each of the last bytes in their nearly identical fill functions.

013efaf139 std: introduce a thread-local CSPRNG for general use
std.crypto.random

* cross platform, even freestanding
* can't fail. on initialization for some systems requires calling
  os.getrandom(), in which case there are rare but theoretically
  possible errors. The code panics in these cases, however the
  application may choose to override the default seed function and then
  handle the failure another way.
* thread-safe
* supports the full Random interface
* cryptographically secure
* no syscall required to initialize on Linux (AT_RANDOM)
* calls arc4random on systems that support it

`std.crypto.randomBytes` is removed in favor of `std.crypto.random.bytes`.

I moved some of the Random implementations into their own files in the
interest of organization.

stage2 no longer requires passing a RNG; instead it uses this API.
