- disable azure/linux
- split probe/build/test steps for log clarity
- add package step; enabled only when master/pull
- add on-master-success pipeline; enabled only when master/pull

ci: add new linux pipeline
...
A new zsf-hosted server is being brought online.
This should be enough for linux build, test and packaging pipeline.
Currently this pipeline does not not post artifacts.
